Usually more atas will have key card access for the security of the guests.. if not everyone can access the hotel meh.

There's one in Novena which does not require key access. Its a 4-star hotel if my memory serves me right. If you book some of the Dome 3 girls, you will know this is quite a popular choice.

Unless they already upgraded, i rmb Swissotel and Furama Riverfront dont such feature from my last visit.

from my knowledge i only know about the 3-star on the outskirts of orchard.. also quite a popular choice :D

Surprisingly there are some 4* hotels that don't use keycards. Based on memory, I've visited FLs that operated from 3 of such hotels.

Concorde if I recall, don't need. it is a common lift.

Anyway what is TS' concern? Visitors don't want to register? Or do not want to be seen? There are many ways, many hotels that you can get someone up without registering. 4* and above one.
