Speaker of Parliament, PAP MP Michael Palmer resigns due to 'improper conduct'
http://sg.news.yahoo.com/speaker-of-parliament-and-pap-mp-michael-palmer-resigns-due-to--improper-conduct--054105126.html
UPDATE (8:45pm 12 Dec 2012. PA responds to queries on Michael Palmer incident, says a Ms Laura Ong has resigned.)
Speaker of Parliament and Member of Parliament Michael Palmer has resigned from both posts due to an "improper relationship" with a People's Association (PA) staff member in his constituency.
Punggol East MP Palmer said he was resigning to avoid "further embarrassment" and he took "full responsibility" for the "grave mistake".
"I am deeply sorry, and apologise unreservedly to consituents and family," he said during a hastily arranged press conference for selected media only at the PAP's Bedok headquarters on Wednesday afternoon.
"While the individual did not work with me directly, Punggol East used to be part of the Pasir Ris-Punggol GRC and continues to work with it," said Palmer, reported Today newspaper.
The staff member, who was working in the Pasir Ris Punggol GRC, has also reportedly resigned.
In a note to editors, the PA said in response to media enquiries on the Palmer incident that "Ms Laura Ong, constituency director of Pasir Ris West Constituency Office tendered her resignation on 10 Dec 12, citing family commitments." PA said it accepted the resignation.
However, when contacted by Yahoo! Singapore, several of Ong's colleagues at Pasir Ris Elias Community Club were not aware that she had resigned. Two said she was currently on leave but expected her to be coming back to work after her leave.
Palmer, a former St Andrews alumni, was elected as the MP for Punggol after defeating candidates from the Workers' Party and the Singapore Democratic Alliance during the 2011 May general election.
The 44-year-old lawyer, who is married with one child, did not take a question from a reporter on how this would affect his marriage and his wife's reaction, according to a tweet from @TODAYonline.
Deputy Prime Minister Teo Chee Hean, who appeared alongside Palmer at the press conference, said the party first found out about the matter on Saturday and that Palmer offered to resign on the same evening.
DPM Teo, also the PAP's first assistant secretary-general, apologised to residents of Punggol East and said, "We will put things right and continue to look after you."
Teo Ser Luck will take over Palmer's MP role in the constituency, while Charles Chong will take over the role of Acting Speaker of Parliament.
Palmer's resignation comes on the back of a series of high-profile sex scandals involving politicians and top civil servants in the past year.
Former Workers' Party MP Yaw Shin Leong, who was elected to Hougang SMC in last year's election, was expelled from the party in February over allegations of marital infidelity.
Former Central Narcotics Bureau chief Ng Boon Gay and former Singapore civil defence chief Peter Lim are also facing jail time over sex-related corruption charges.
Palmer's resignation from the PAP also raises the prospect of another by-election in the single-member constituency of Punggol East.

The woman concerned in the Michael Palmer scandal has resigned from her post as constituency director, the People's Association said on Wednesday.
In a note to editors, the PA said, "Ms Laura Ong, constituency director of Pasir Ris West Constituency Office tendered her resignation on 10 Dec 12, citing family commitments." PA said it accepted the resignation.
However, when contacted by Yahoo! Singapore Wednesday evening, several of Ong's colleagues at Pasir Ris Elias Community Club were not aware that she had resigned. Two said she was currently on leave but expected her to be coming back to work.

WHY DID MSM NOT PUBLISH THE RUMOUR, LIKE WHAT IT DID TO YAW SHIN LEONG?
http://therealsingapore.com/content/why-did-msm-not-publish-rumour-what-it-did-yaw-shin-leong
MP for Punggol East SMC, Michael Palmer, who is also the Speaker of Singapore Parliament, announced his resignation today over "grave mistake" of improper conduct.
At a press conference today (12-12-12), Mr Palmer said he had an improper relationship with a staff member of the People's Association. The lady, who was working in the Pasir Ris Punggol GRC, has also resigned.
Mr Palmer said, "I have resigned to take full responsibility for a grave mistake that I have committed. I had a relationship with a member of the People's Association staff working in Pasir Ris-Punggol GRC. While the individual did not work with me directly, Punggol East used to be part of the Pasir Ris-Punggol GRC and continues to work with it. My conduct was improper and it was a serious error of judgement. I have resigned in order to avoid further embarrassment to the People's Action Party (PAP) and to Parliament."
"I am deeply sorry, and apologise unreservedly to consituents and family," he said during a hastily arranged press conference for selected media only at the PAP's Bedok headquarters.
DPM Teo Chee Hean said the party first found out about the matter on Sat (8 Dec) and that Palmer offered to resigned on the same evening.
Mr Teo who is also the PAP's first assistant secretary-general, apologised to residents of Punggol East and said, "We will put things right and continue to look after you."
Minister of State and Mayor Teo Ser Luck will oversee the Punggol East constituency and MP for Pasir Ris-Punggol GRC Mr Zainal Sapari will be the new chairman of the town council, taking over Palmer. Deputy Speaker of Parliament Mr Charles Chong will serve as Acting Speaker.
In fact, TR Emeritus (TRE) has also received news of Palmer's indiscretions last week but we weren't able to confirm the news until today when Palmer announced his resignation.
The informer told TRE that Palmer and the PA staff checked into a Jalan Besar hotel last week during lunch time.
*Article first appeared on Temasek Review Emeritus Facebook Page.
Editor's Note:
"In fact, The Real Singapore (TRS) has also received news of Palmer's indiscretions last week but we weren't able to confirm the news until today when Palmer announced his resignation."
With induction, one should come to know that if TRE & TRS received news, SPH should also have done so. So why did Shin Min or Wanbao not publish the story beforehand, like what it did to Yaw Shin Leong?
In addition to that, The Online Citizen, TREmeritus as well as The Real Singapore have encountered DDOS (Distributed Denial of Service) attack from an unknown hacker. Does this have any link to the release of news about Michael Palmer's resignation? Till now, TOC & TRE site are still down.

PM Lee mulls sexual favors for Ministers in bid to combat corruption
http://newnation.sg/2012/06/pm-lee-mulls-sexual-favors-for-ministers-in-bid-to-combat-corruption/
The recent investigations and arrests in the civil service has left Prime Minister Lee Hsien Loong fuming mad, an insider with knowledge of the situation disclosed.
“He’s pissed, that’s for sure, and you can expect to see him crack the whip to ensure ministers don’t end up getting caught in a compromised position,” says our source.
The Prime Minister has tabled a raft of other measures for consideration. The most controversial one: Offer sexual favors for Ministers as part of their compensation package, to ensure they don’t seek illicit sexual pleasure.
Singapore has been hit by a recent spate of high profile investigations and arrests of senior government servants for corruption, the most recent being Lim Cheng Hoe, Chief of Protocol at the Ministry of Foreign Affairs.
Earlier this month, another two senior civil servants, Peter Lim and Ng Boon Gay, were charged for performing sexual gymnastics with women seeking favorable government contracts.
In a private discussion among the ruling cabal, PM Lee was said to have floated the sexual favors as political perk idea to the Ministers, who reacted to the plan with “cautious optimism” and “under-table high-fives”.
“The thought was, let’s bring in the most talented foreign prostitutes from around the world to service our hardworking Ministers. I actually like the plan; it goes to show how innovative our top politcal minds can be,” says the insider.
Singaporeans we spoke to, however, were upset when they heard about it.
“Outrageous! Cheap, ugly, and foreign prostitutes have been stealing jobs from locals at Geylang and Desker Road. Now they want to compete with high-class sex workers too?” says Rose Tan, a Philosophy undergraduate that moonlights as a top-flight sex worker by night.
Local celebrities are apparently displeased with the Prime Minister’s suggestion to favor foreign contractors.
“When we heard that Zhang Ziyi has been servicing top Chinese officials, we were excited. The money is good, and we want in. Local celebrities are underpaid and unappreciated anyway,” says a Channel 8 female starlet, who is known to hook up with Facebook co-founder Eduardo Saverin.
Even certain members of the opposition parties are unhappy. Their chief concern: The decision to limit sexual playtime to Ministers is biased towards the PAP, since the ruling party gets to pick the Ministers from within their ranks.
“Once in a while, we get a Yaw Shin Leong,” says an unnamed Worker’s Party member, “if we don’t give sexual favors to MPs to relieve stress, how are they supposed to keep their willies in their pants?”

Handsome Eurasian resigns as Speaker of Parliament
http://newnation.sg/2012/12/handsome-eurasian-resigns-as-speaker-of-parliament/
PAP scrambles to find another poster boy
Heavily adapted from this post by Lester Cock
Former People’s Action Party (PAP) Member of Parliament (MP) Michael Palmer has resigned from his Member of Parliament seat, plunging Punggol East residents into uncertainty of whether they could find a better looking candidate to lead the constituency.
The resignation came as a shock to most Punggol East residents, who collectively experienced a sickening mindfuck as they struggled to string the phrases “PAP MP” and “horny bastard” in a single chain of thought.
The news was announced at a party press conference today, five days after the handsome Eurasian submitted his resignation last Saturday (8 Dec), when he had admitted to having an affair with a member of the People’s Association staff.
At the press conference, Mr Palmer, who was also the Speaker of Parliament, said that he had resigned to take full responsibility for the “serious error of judgment” and to “avoid further embarrassment to the PAP”.
Mr Teo Chee Hean, who flanked his beleaguered ex-party member, apologised to residents of Punggol East on behalf of the PAP. “I am very sorry that we have let the residents of Punggol East down”, Teo said.
Online critics have already started blasting Mr Michael’s resignation,
“I find that utterly irresponsible and arrogant that Palmer was taking the voters for granted,” said a regular at Palmer’s Meet-the-People’s sessions, Mr Zho Bo Lan. “His sexual performance has everything to do with his work performance. No wonder our national fertility rate so low lah, Palmer should have admitted he was campaigning for the polygamous constituency.”
“Now that he’s gone, who will fight for the men who want mistresses?” said Zho.
Minutes after the press conference was held yesterday afternoon, Prime Minister Lee Hsien Loong posted on his Facebook page that “both the PAP and Mr Palmer have let down all those who voted for him.” He also admitted that up till now, the PAP had not given Singaporeans a full account of what had happened.
While the law states that a by-election must be held when an MP has vacated his seat, it does not spell out a time frame within which the PM must call the by-election.
“We’re struggling to find a candidate as handsome as Mr Palmer,” said a source from the Worker’s Party. “But honestly, even Chen Show Mao is not naturally good looking. He depends heavily on his windswept salt n peppa hair to wow the ladies. Palmer was in a class of his own.”
Mr Teo Ser Luck will oversee Mr Palmer’s Punggol East constituency while Mr Charles Chong will take on the Speaker’s responsibilities until a new PAP MP is found.
“Definitely thinking of contesting in #punggoleast #byelections. Doubt there is any other #PAP member more handsome than me,” tweeted PAP’s online activist and stoned-faced actor, Tay Ping Hui.

http://forums.$$$$$$$$$$$$.com.sg/eat-drink-man-woman-16/constitution-does-not-require-me-call-election-4017342.html
Statement by PM Lee on By-Election in Punggol East Constituency
"The Constitution does not require me to call a by-election within any fixed timeframe. I will carefully consider whether to call a by-election in Punggol East and, if so, when. I assure Singaporeans that I will make my decision based on what is best for the constituents of Punggol East and the country."

Ex-Straits Times editor reveals gov’t meddling in tell-all book
http://sg.news.yahoo.com/blogs/singaporescene/singapore-media-great-survivor-020754478.html
COMMENT
Singapore's media history is splattered with the red ink of editors who prefer to take their and their colleagues' bruising stories to the grave.
Some do it for fear of reprisal, some for not wanting to break the confidence of their colleagues and sources and some for wanting to just forget the past.
But Cheong Yip Seng, the former editor-in-chief of the The Straits Times (ST), has bucked this trend with his memoir, OB Markers: My Straits Times Story. ("Out of bounds" markers often refer to the line between which issues are 'sensitive' and which are not.)
It is a compelling story that is part personal, part political and part a survival guide to Singapore journalism.
Cheong's tales are not new; they have been whispered about at the watercooler and written with great relish in a book called Media Enthralled by political refugee Francis Seow.
But this is the first time a Singapore editor has gone to print with an insider's take on how the republic's first prime minister Lee Kuan Yew systematically controlled the press with draconian laws and protected it with anti-competition barriers.
Cheong is a battle-hardened journalist, having risen up the ranks in The Straits Times with a staying power that lasted 43 years, 19 of them as the editor-in-chief. His reporting instincts are evident in the book when he describes incidents with dramatic flourish, especially his first taste of Lee's distaste for media practitioners.
"I will break your neck," Cheong describes Lee as telling him when the rookie reporter tried to make a case for not imposing an embargo on a speech the Prime Minister had made.
There are lots of delicious details -- a phrase Cheong made famous in the newsroom -- like this in the book.
One of the bravest episodes was when Peter Lim, Cheong's predecessor, resisted Lee's pressure to print the full O level results of Opposition politician Chiam See Tong during the 1984 election. Lee wanted to show to voters that Chiam did not have the academic credentials to be a capable MP.
Lim resisted because he felt it would backfire on the ruling party and the newspaper.
The author is a smart survivor, too. He had a ring-side view of how his boss, Peter Lim, tried to run the newsroom with some form of independence and paid the price for it by having to resign.
"The board told me my deputy was ready to take over'' -- that was the loaded answer Lim gave when historian Mary Turnbull asked him about his 1987 departure in another book on The Straits Times.
Cheong was careful to make sure that he was not going to face that kind of fate.
He knew when to give in, when to remain stoic and when to argue — gently, that is -- when the famous phone calls came.
In the process, he built up trust with the political leadership, a rare quotient to develop with a government that looked at reporters with grave suspicion. "What is your agenda" is an often-repeated question thrown at journalists to put them on the defensive.
The Singapore government's intervention in media is legendary. Cheong describes many episodes -- from appointments of editors to shaping coverage of political and foreign events and even to minor stories like stamp-collecting, carpet-buying and MSG - with the pen of a master story teller.
A book of this nature is never complete and never meets one's full expectations because the omissions are many and the shades of truth are varied.
For instance, the over-night contraction in ST's coverage (after a phone call, that is) of the 1988 election in which former Solicitor General Francis Seow was an Opposition candidate is never mentioned, the private conversation between Cheong and the second prime minister Goh Chok Tong that the government wanted him to take over as editor-in-chief is not explained and how the paper handled the 1987 Internal Security Act arrests for an alleged "Marxist conspiracy" which rankle the elite till today is erased out.
Despite such inadequacies, OB Markers: My Straits Times Story is a laudable effort to put on record the media-government tensions and the astonishing meddling that editors like Cheong had to deal with regularly.
It is a half-told story. We wait for the other bits from those who, hopefully, will be spurred to fill the gaps left by Cheong.
P. N. Balji, a Singapore journalist for more than 35 years, is now a media consultant

http://sg.news.yahoo.com/woman-in-michael-palmer-incident-named-150504326.html
[UPDATE Thursday 13/12 109pm: Adding details of relationship between Laura Ong, Michael Palmer]
Just how and why did the Michael Palmer affair come to light?
The Thursday edition of local tabloid The New Paper suggests the affair that led to Palmer's resignation as Speaker and Member of Parliament came to light because he had been discovered and on the verge of being exposed.
SMS and email exchanges sent to the paper by an anonymous source on Saturday -- the same day Palmer came forward and confessed to DPM Teo Chee Hean -- showed he and his lover, Laura Ong, were in an intimate relationship.
One SMS read, "Hello darling... I love you loads. More than I sometimes show... Sorry. Love love".
Other email exchanges showed the pair met up regularly on Mondays and that Palmer had given gifts to Ong, a former constituency director with the People's Association.
On Wednesday, Palmer appeared alongside Deputy Prime Minister Teo Chee Hean to announce his resignation as both Speaker and Member of Parliament. DPM Teo said the party first found out about the matter on Saturday and that Palmer offered to resign on the same evening.
Late on Wednesday, the PA also confirmed Ong had resigned from her post.
"Ms Laura Ong, constituency director of Pasir Ris West Constituency Office tendered her resignation on 10 Dec 12, citing family commitments," said the PA statement sent to the media.
When contacted by Yahoo! Singapore, several of Ong's colleagues at Pasir Ris Elias Community Club were not aware she had resigned. Two said she was currently on leave but expected her to be coming back to work.
Meanwhile, The Straits Times reported that the married 33-year-old Ong had been separated from her husband before her affair with Palmer. It quoted her colleagues as saying she was lively, mature and capable and that was she was an avid golfer.
Photos of Ong are also spreading online after they appeared on a mystery blog that was set up on Wednesday. They showed Ong and her colleagues during a People's Association retreat in Beijing, China.
It was not immediately clear when they were taken but when contacted by Yahoo! Singapore, Pasir Ris-Punggol MP Teo Ser Luck, who was pictured in several of the photos, confirmed they were taken during a grassroots organisation overseas retreat.
Teo, who will take over Palmer's ward in the meantime, said he knew Ong from the time he used to be the MP/Adviser for Punggol South before the 2011 general elections. Ong was then the constituency director of Punggol South.
Local media reported that Palmer, accompanied by his wife of 15 years Diane, said his goodbyes to 30 grassroots volunteers at the PAP's Punggol East Branch Office on Wednesday evening.

Morale of the story:
Women are meant to be played by men.
Ms Laura Ong just being played by a married man who happened to be a PAP MP. Maybe she just want to be famous, most of the times women purposely fooled with attached men for benefits like how Thai sluts use their bodies to let Singaporean men marry them and be singapore PR. Maybe Ms Ong just want to prove that she can seduce a married man, at least it can satisfied herself and increase her self confidence. Or else why would she want to be involved with a married man?

Singapore Caps Year of Lust With Parliamentary Affair
http://sg.finance.yahoo.com/news/singapore-caps-lust-parliamentary-affair-062428409.html
The resignation of Singapore Speaker of Parliament Michael Palmer yesterday over an extramarital affair came two days after readers of the island's largest Chinese newspaper called 2012 a year of lust.
Palmer, 44, said he had a relationship with a member of a government agency who worked in a district he used to represent. He's the second person this year to leave Parliament for private indiscretions.
"Human failings and affairs are common," said Bridget Welsh, a political science professor at the Singapore Management University. "What is new is the open discussion of these issues, expansion of public sphere and the difficult political navigation of these issues."
The former heads of the anti-drug agency and the Civil Defence Force were prosecuted earlier this year for obtaining sexual favors in exchange for contracts. Prime Minister Lee Hsien Loong, whose government has cultivated an image of being clean, ethical and efficient, said yesterday that lawmakers in the ruling People's Action Party must maintain the "highest standards of personal conduct."
Palmer, who is married with one child, was the eighth speaker of Parliament. He was elected in October 2011 and presided over the sittings by lawmakers, according to the Parliament's website.
'Grave Mistake'
"I have resigned to take full responsibility for a grave mistake that I have committed," Palmer said in a statement. "My conduct was improper and it was a serious error of judgment. I have resigned in order to avoid further embarrassment to the PAP and to Parliament."
Earlier this year, more than 50 men, including a former bank executive and a school principal, were charged for having sex with an underage prostitute. The former Central Narcotics Bureau chief faces four counts of obtaining oral sex last year from a 36-year-old executive in exchange for assisting her companies Hitachi Data Systems Pte and later Oracle Corp. to win contracts with the agency.
Lee has promised that no wrongdoing will be covered up even if it embarrasses the city, which is rated the least corrupt Asian country by Transparency International.
The Lianhe Zaobao newspaper said this week that its readers chose the Chinese character for lust to describe 2012 over nine other words that included change and integrate.
No Porn
Singapore, where Playboy magazine is banned and the distribution of pornography is an offence, was ranked last month as the least emotional country in the world, according to U.S. pollster Gallup.
The readers' choice "highlights the many newsmakers who have fallen prey to lust, and that too many events have been tainted by it," said Goh Sin Teck, Lianhe Zaobao's editor. "Is this purely a string of coincidences or is this a revelation of how our society has evolved?"
The island's population has jumped by more than 1.1 million to 5.3 million since mid-2004, driving up property prices and stoking social tensions as the government used immigration to counter a fertility rate that has been below replacement levels for decades.
Other sex scandals in Singapore this year included a university professor who was charged with corruption for allegedly trading better grades for sex with his student. A female teacher was sentenced to a year in jail in October for sleeping with a male student who was a minor, according to the Straits Times.
CIA Scandal
In January 2008, Malaysia's then-Health Minister Chua Soi Lek stepped down after he was secretly filmed having sex with a woman in a hotel room. An Indonesian lawmaker who helped pass an anti-pornography law resigned in April 2011 after he was caught watching sex videos during a parliamentary debate, according to the Associated Press.
U.S. Central Intelligence Agency Director David H. Petraeus resigned last month following the revelation of an extramarital affair with his biographer. U.S. governors who have stepped down after indiscretions include New York's Eliot Spitzer and Mark Sanford of South Carolina. Former International Monetary Fund Managing Director Dominique Strauss-Kahn left the lender after his arrest on sexual-assault charges.
"Singapore is no different from any modern society," said Terence Lee, who teaches politics at National University of Singapore. "You see it in Malaysia, Indonesia, the Philippines, the U.S., the U.K. These things happen, it's part and parcel of life and people just have to deal with it."
By-Elections
Yaw Shin Leong, a member of Parliament from the opposition, was expelled from his party in February for "indiscretions in his private life." The Workers' Party retained the seat in Hougang district in a by-election to replace Yaw.
The Workers' Party, the only elected opposition in parliament, said yesterday it's ready to "offer a choice" to voters as it urged Lee to call for a by-election as soon as possible. Its candidate for Punggol East won 41 percent of votes in the 2011 polls, while Palmer won 54.5 percent of valid ballots cast.
A by-election won't change the balance of power in government, even after Lee's party won last year's polls with the smallest margin of victory since independence in 1965. The PAP has 81 of 87 seats.
In the past year, Lee has cut ministerial pay, accelerated construction of public housing and made permanent a program to provide cash, utility rebates and medical funds for the elderly and low-income households. Still, the country has the highest inflation rate among the developed world's biggest economies while gross domestic product is forecast to expand at the slowest pace in three years in 2012.
"What is interesting is the continued tests the PAP is facing with another by-election," said Welsh. "The cases this year highlight the need to remove politicians and civil servants from pedestals and tighten standards for those in positions of power."

"While the individual did not work with me directly, Punggol East used to be part of the Pasir Ris-Punggol GRC and continues to work with it," said Palmer, reported Today newspaper.
The staff member, who was working in the Pasir Ris Punggol GRC, has also reportedly resigned.
As the days go and more information surfaces, I am beginning to look at this from a different angle. Here's what I had gathered so far.
1. Micheal Palmer (High ranking civil servant) had an affair with Laura Ong (staff).
2. Laura Ong (Staff) is going through separation and is also dating an Andy Lim.
3. Laura Ong (Staff) worked in Pasir Ris Punggol GRC and was happy to be promoted to work under DPM Teo Chee Hean. (this point was raised in the newspapers 2 days ago).
4. Micheal Palmer (High ranking civil servant) was from Pasir Ris Punggol GRC before Punggol East was carved out as a SMC.
I just wondered if we can look at things from another angle. How sure are we that it's an affair? We believe it's an affair just because PAP and Straits Times said so?
It might, just might, be Ng Boon Gay and Cecilia Sue part 2 right? Could it be a case of sex for promotion? Did Micheal Palmer, in any way, help Laura Ong to her promotion? After all, Laura Ong has a current bf. She's not lonely and in need of love (maybe slightly less reason to tempt a married MP?) YSL and whoever the other WP lady is, both of them didn't gain anything before and after the affair. Laura Ong was however promoted. LO did gain something. Was she promoted based on her own merit? Micheal Palmer, who was from the GRC, might be in a position to put in a good word for Laura Ong right?
If Ng Boon Gay got to stand trial for an affair which started before he was promoted and for which Cecilia Sue is just working for the sub-contractor, then... in this case.. shouldn't CPIB probe further to remove all doubts of corruption? Just my personal little thought lah. For discussion's sake.

I wonder what going through the minds of these ministers' wives? Are they ashamed of what had happened? Will they still trust their husbands thereafter ? Will they fool other guys to revenge ? Of will they treat nothing happened as long as their husbands continue to give them pocket money every month? Maybe they anticipated all these would happen if their husbands are rich.. Someone even poor husbands also cannot guaranteed they won't fool outside what's more for rich men who have ample pretty women around them?

Several names suggested for Speaker role
Retired ministers, office-holders and lawyer-MPs among contenders
Two former Cabinet ministers, two office-holders and two senior lawyers were among the names suggested to be the next Speaker of Parliament by political observers yesterday, a day after Mr Michael Palmer's shock resignation.
They are: Retired ministers Wong Kan Seng, 66, and Mah Bow Tan, 64; Senior Minister of State Indranee Rajah and Minister of State Halimah Yacob; and lawyer-MPs Alvin Yeo and Hri Kumar Nair.
Others include Deputy Speakers Charles Chong and Seah Kian Peng. Both would be most familiar with the role and an easy choice to move up, said some observers.
But it may also be possible that someone with more political heft is appointed, especially as the House has the most number of opposition MPs (nine) since 1966, said Nominated MP (NMP) Eugene Tan.
Former deputy prime minister Wong and former national development minister Mah, now backbenchers, could help maintain orderly proceedings during debates, said Mr Tan.
To a lesser extent, Ms Rajah, and Madam Halimah are contenders too because they are office-holders, said their parliamentary colleagues.
"But Ms Rajah would find it very difficult to sit there for many years and not be able to speak up in debates," said an MP who spoke on condition of anonymity.
The Speaker presides over sittings and enforces rules for the orderly conduct of parliamentary business.
He or she also need not be an elected MP. "That is provided for in the law, but we have not had that for many years," said Deputy Prime Minister Teo Chee Hean, when asked on Wednesday at a press conference announcing Mr Palmer's resignation, owing to his extramarital affair.
Age could come into play as well in who is picked, said veteran MP Inderjit Singh.
Mr Palmer, 44, had said in September last year, after he was nominated for the post, that his sense was that the party wanted "someone new and younger".
The youngest is Mr Nair, 46. Following him is Ms Rajah, 49, Mr Yeo, 50, Mr Seah, 51, Madam Halimah, 58, and Mr Chong, 59.
If the House is inclined to appoint - as had happened before - someone with a legal background, Ms Rajah, who holds the law portfolio, Mr Nair and Mr Yeo could be front runners.
Singapore's first four Speakers were legally trained, as is Mr Palmer, the country's eighth.
Said former NMP Siew Kum Hong: "You want someone with experience and gravitas, and among the non-office-holders, Mr Yeo and Mr Nair stand out."
As for Ms Rajah, a former deputy managing director of law firm Drew & Napier, an MP said: "When it comes to knowing the law and parliamentary procedures, no one else would be better."

We want nobody but EMERITIUS SENIOR MINTSTER GOH CHOK TONG!
EMS Goh would be influential yet intimating with the opposition, challenging the new opposition, esp Hougang Huat-ah to speak & do it (election fever is over, now it's time for the real hard work). At same time, EMS Goh would be a calming influence during hot exchanges of ides from the new PAP MPs.
EMS Goh for Speaker of the House!

PAP was unaware of SMS exchanges
Deputy Prime Minister Teo Chee Hean clarified that he did not know about the exchanges when Mr Palmer had first approached him over his extramarital affair with Ms Ong on Dec 8.
The New Paper revealed in a report last Thursday that it had received the exchanges from an unnamed source on Dec 8, and speculation has been rife that it was this that drove the former MP to resign from politics.
The exchanges showed intimate conversations between Mr Palmer, 44, who had been MP for Punggol East Single Member Constituency, and Ms Ong, 33.
Ms Ong, who had been a constituency director of the Pasir Ris West office, tendered her resignation last Monday, said the People's Association (PA).
Mr Teo, who is also an MP for Pasir Ris-Punggol Group Representation Constituency, said: "The important thing is (that) he has taken responsibility for this and he has stepped out."
The MP had been speaking to reporters on the sidelines of a Deepavali celebration event in Rivervale Drive in the Punggol East ward.
Mr Teo said that one of his top priorities for Punggol East residents is to see to the resolution of upgrading works at Rivervale Plaza shopping complex.
Works there have been delayed because the contractor has gone bust, he said.
Later yesterday afternoon, Mr Teo went door to door at Block 193 to hand out leaflets detailing the next Meet-the-People Session, to be held today.
He said that he will attend the session, along with Minister of State Teo Ser Luck, who has been tasked with overseeing the ward.
During the block visit, Mr Teo said that residents raised issues, such as the cleanliness of the area. But, by and large, they "were very satisfied" so far, he said.
He added that those who mentioned Mr Palmer said that they were very sorry to see him go.
Mr Teo said that the residents felt that Mr Palmer had done good work as an MP, and they hope that this will be carried on.
At a separate community event yesterday, PA chief executive director Yam Ah Mee said Ms Ong was a " very good staff" member.
He said that he felt "so sorry for her" and urged the public to give Ms Ong "space to move forward" to address her issues.

With his deadpan face and voice I don't think any woman will be attracted to him .... hence no extramarital affairs, unlike the handsome Ang Moh Michael Palmer with his "yua kee" :D

Give PA staff space to move on, PA chief Yam Ah Mee urges
Updated 04:59 PM Dec 16, 2012
SINGAPORE - The People's Association (PA) chief executive director Yam Ah Mee in his first comments about his former staff Laura Ong, noted that she was a "good committed staff".
Ms Ong who was believed to be in an intimate relationship with former MP Michael Palmer has since tendered her resignation as constituency director of Pasir Ris West constituency office.
Mr Yam added that he felt "so sorry for her" and Ms Ong's fellow colleagues were also affected as they lost a "very good" co-worker ( also a "very good bedfellow" ):D :p
He urged the public to give the PA's staff space for them to move forward and address their issues.
Mr Yam noted that other PA staff has been briefed to continue with the work of serving residents.
Reiterating reasons behind PA's decision to disclose Ms Ong's identity, he said that staff were asking and there was public interest in this matter.

Palmer most probably tired of "homecooking" and ventured to eat "young grass" outside. I pity his wife. She is the presentable type yet this Chow Hey lawyer still not contented. If his cock is really so itchy, he should ask Encik Yaacob Ibrahim for advice on how to convert to Islam so he can have four wives without compromising his whiter than white integrity.

you don't have to be a mp to be speaker. This was highlighted in a recent article. Pap can find an outsider if they want. I think in the past, they chose their own mp because the speaker's pay also quite high. Might as well let own people earn.
I don't think palmer's wife is pretty. If you want to talk politics and Lao chio, I will think of Lily Neo. She is quite pretty for her age. Daughter also got 30 years old but not pretty like mummy. Maybe Lily Neo should be the next speaker. After all, Speaker no need to talk so might as well put a flower vase there.

PM Lee still mulling over by-election.
Prime Minister Lee Hsien Loong continued to keep his cards close to his chest on whether there will be a by-election in Punggol East.
Speaking to Singapore reporters in New Delhi, he acknowledged that there were expectations for one to be held in the seat, but said he had not decided whether to hold one and if so, when it would take place.
He noted that whenever a vacancy came up and there was "no special reason" not to have a by-election, there would be expectations for one. We will consider this, he said.
The Punggol East seat was vacated last week after People's Action Party MP Michael Palmer, who was also Speaker of Parliament, resigned over an extramarital affair.
In the wake of his exit, Mr Lee had issued a statement saying he would "carefully consider whether to call a by-election in Punggol East and, if so, when."
He added then that there were several items on the national agenda, including the Singapore Conversation, the White Paper on Population and the 2013 budget - fuelling speculation that the earliest a by-election could be held would be in the second quarter of next year.
A brief history of by-elections:
By-elections have been held in 31 constituencies since self-governance in 1959. Of these, the PAP lost three times: Hong Lim in 1961 and Anson in 1961 and 1981.
1960s
From 1959 to Independence in 1965, by-elections were nail-biting fights which saw the People's Action Party (PAP) tussle with other parties to hang on to its dominance in Parliament.
In April 1961, former national development minister Ong Eng Guan ran as an independent in Hong Lim after being expelled from the PAP. He won handsomely against the PAP's Jek Yeun Thong. Three months later, the Workers' Party's (WP) David Marshall won Anson in a by-election following the death of a PAP assemblyman.

Missing the hougang by election in 2012. PAP lost that too. Funny how a by-election is optional after his PAP MP shot himself in the foot by having an affair. The residents are being innocently penalized when their MP had to resign over his affair.
