Apparently it's called karsai massage in Thai or simply 睪丸按摩 抓龍筋 in Mandarin. This place called Orchid Massage apparently offers it and brands it testicles massage. However, the website looks pretty dodgy to me.

Tried once long ago in Jawalat. The name of the traditional massage place I think is called Thanomchai. Done by a elderly woman. Not every masseur knows how to do it. The dick is hard as steel but she knows when to stop to prevent release. Testicles feels very "light" after that. One kind of experience.
