GL is one DRA. There are others DRA's including Orchard Towers. I couldn't say what the situation with taxation is but most gers who do get arrest in these DRA's are violating employment/Visa laws, not actually violating the relevant prostitution statutes.

Soliciting is illegal but not clearly defined. My understanding is that the soliciting provision is used to crackdown on prostitutes who are too aggressive on the streets.

I just did a Google and find you correct on both points. I suspect that prostitution is legal when the authorities say it is. however based on what the minister have said in parliament, it is deemed not an offense - note did not say legal - as long as no soliciting is done. how abt this scenario - for eg in KTV the customer suggest to the ger for some adult fun is ok. but if the ger proposition the customer is not. and if the customer decide to "reward" the KTV ger for being a good sport, it's ok.

as for the taxation part, I think it is ok as there is no defined tax on unlicensed prostitution but only license fees for brothel and licensed prostitution. ermm for that must ask the licensed OKTs eg Tommy of L1612 or Botak. I no OKT hor - just a googling samster :D
