What do my female PRC colleague mean by her behaviour?

There is this female PRC lady in my company. She joined my company 1 year ago while i have been working there for 5 years ago. From what i know, she has been in Singapore for several years and had studied at a local polytechnic. She has a fiance too. Her fiance is from PRC too.

Thoughout this 1 year we talked mostly about work-related matters & some casual stuff and that was all. A few days ago, however, she said to me,"Singapore's weather is very hot, i often do not wear my panties..." As she was saying the aforementioned sentence, she pointed to her private part with her finger and crossed and uncrossed her legs once. She was wearing an average length skirt.

I would like to ask all bros here. What did she mean by her behaviour? Was she hinting at some indecent proposal?
