Do I need pep? What is my risk of HIV? How screwed am I?

Your chance of getting HIV in this scenario is essentially zero. HIV doesn't survive very long out in the open.
If you had penetrative sex, your chance becomes 0.04% per exposure, which is also incredibly low, and it's also harder for the man who's penetrating to contract it.
The bottom line is it's incredibly difficult to contract HIV via vaginal sex, unless you had visible sores and there was a high virus load present, and there was a sustained exchange of vaginal fluids/semen.
You're more likely to contract hpv, herpes, gonorrhea or chlamydia, (in that order of likelihood) from the external rubbing. Again, it would be difficult to contract these STI's like you described, but not impossible - hpv and herpes very easy to get. Most people probably already have it.
Anyway probably don't have HIV. You don't need PEP (DSC wouldn't even prescribe it to you if you told them about this). You can always consider getting PrEP for future peace of mind. Can get in Bangkok very cheaply at the Red Cross AIDS Research Centre within an 1.5hrs (registration, test results, consultation). Costs around SGD40 for everything including 60 tablets.
