Pulling your fore skin up or down does not make a dick erected.

To stay hard you need to be stimulated. That means, you need to "steam".

To help you solve the problem, we need to understand your problem. I don't even know what you are trying to tell us.

Do you mean your dick was hard, and when you pull the foreskin down, your dick turns soft ? Or you expect your dick to magically get hard when you pull the foreskin down ?
