This looks like balanitis.

Like what Sammyborfor said, it requires treatment. Circumcision is the definitive treatment for recurrent balanitis. However, you should get treated for this current infection in the meantime and get tested for STDs as well. I can help you make an appointment if you're not sure where to go.
