Using Handphone no or IP to trace location in china

Dear brothers,

I would like to trace the location of a girl using her handphone no or IP. I know it is possible as I had done it before but the person I used in the 公安 was investigated that's why I lost it.

I also know that using IP of her wifi router her exact location can be traced.

I hope brothers can offer some

On another side note ,is there anyway not to let someone trace you? Other than removing your hp battery when not in use ?

for ip, you can use universal ip or change the vpn if you are skillful enough.

Normally by changing the ip to universal ip is safe enough.
